    Phoenix Sky Harbor airport Uber, Lyft pick-ups to start in June

    Taxis wait to pick up passengers at Phoenix Sky Harbor International Airport.

    Travelers will be able to hail Uber, Lyft and other ride-sharing services from Phoenix Sky Harbor International Airport beginning June 18 after a Phoenix City Council decision Wednesday afternoon.

    Despite competitors' concerns that the companies' background checks are insufficient,  the council voted to approve a controversial new ground-transportation policy for the city-owned airport, sparked by the growing popularity of the car services.

    Passengers hail a ride from an app on their smartphone or tablet, and a driver in the area shows up. Fares, which are generally lower than taxi or sedan services, are automatically charged to the credit card on file.

    "It's extremely exciting to finally allow the tens of thousands of riders who want to be picked up at the airport to now be able to request UberX pick-ups," Steve Thompson, general manager of Uber's Arizona operations.

    Scottsdale resident Diana Kirkeeng  is counting the days. She already takes Uber to Sky Harbor — passenger drop-offs aren't regulated by the airport — but takes a shuttle or taxi home. She said it costs about $25 to get to the airport from North Scottsdale and $$55 to get home.

    "I was completely a SuperShuttle person (before). Then when Uber and Lyft came around, I jumped on that and have been thoroughly impressed with their service,'' she said. "I like the ease of it, no money exchanging hands.''

    Overhauling ground transportation 

    Uber and Lyft have been negotiating with Sky Harbor officials since last summer. The airport initially was working on separate guidelines for the companies, which have networks of independent drivers using their own cars. The airport eventually decided instead to overhaul its ground-transportation policy for the first time in more than 30 years.

    The new system, which is designed to boost revenue and more evenly spread $10 million in annual ground-transportation expenses among taxis, shuttles, sedans and other car services, features a per-trip fee based on the size of a vehicle.

    The fee, which applies only to airport pick-ups, will be $ for vehicles that hold up to eight passengers, $ for nine to 23 seats and $9 for 24 or more seats. It takes effect immediately for new permittees including Uber and Lyft drivers and will be phased in for others beginning in January. The proposed fees initially were higher — $4, $6 and $11 — but were changed at the last minute because of industry concerns that they were too high.

    Taxis and SuperShuttle operate under a contract with Sky Harbor and already pay trip fees as well as hefty annual fees. Together they account for 86 percent of Sky Harbor's ground-transportation revenue but just 42 percent of trips from the airport. Those contracts are expected to be amended to reflect the new policy, with each group likely paying less than it does now.

    That's why they have largely supported the overhaul of the policy, even if it could cost them customers as some some travelers opt for Uber and Lyft. The minimum cab fare from Sky Harbor, set by the contract, is $ The first mile is $5; each additional mile is $ Airport officials say the new policy gives taxis the option to charge less.

    Uber's rates change frequently and vary by city. In Phoenix they are significantly less than a taxi. Rides pay a per-mile charge of 90 cents, a per-minute rate of 9 cents and a booking fee of $ The minimum fare is $5 including the booking fee. Sky Harbor passengers will pay an additional $ for the pick-up fee approved Wednesday.

    Background checks

    Background checks were a major area of contention during public meetings and came up Wednesday.

    Sky Harbor officials started out adamant that they wanted ride-sharing drivers to undergo the same approval process as taxi, sedan, limo and shuttle drivers, a process they called the industry "gold standard.'' Those requirements include a fingerprint background check. Uber and Lyft background checks use a driver's name and Social Security number.

    The companies argued that fingerprints are an unnecessary expense and said their background checks are just as thorough if not more so and yield more current information. They said most airports have accepted their background checks.

    Sky Harbor's new policy retains fingerprint-based checks as an option but includes two other options that don't require fingerprinting. One of them, which is basically Uber and Lyft's current process, requires passenger pick-ups away from the main terminal and a monthly audit of up to 10 percent of drivers.

    Opponents argued that the airport should not reduce its longtime standards to accommodate Uber and Lyft and said passenger safety would be at risk.

    Mike Siglar of Patriot Cab said Uber is a "dirty word" and that Uber drivers around the country are alleged to have committed crimes against passengers. The website whosdrivingyou.org, created by the Taxicab, Limousine & Paratransit Association, links to reports of accusations.

    The bottom line, Siglar said: "They're against a real comprehensive background check."

    Uber and Lyft pulled out of Austin, Texas, this month after voters there decided to require drivers to be fingerprinted.

    Airport officials said the background-check policy is in line with the state's regulations on ride-sharing companies that went into effect last year.

    Councilwoman Thelda Williams voted yes on the new ground-transportation policy but said she was concerned about the lack of fingerprinting. She said she hopes the state legislation, which was enthusiastically supported by Gov. Doug Ducey, can be changed to require fingerprinting.

    Last-minute fee reduction

    The biggest opponents to the new fee system are shuttle operators, especially those with off-airport parking lots and some airport hotels. They currently pay $ per vehicle per year and no trip fees.

    David Warren, owner of Blue Sky Parking, repeatedly has said trip fees could cost him nearly $, a year instead of the current $4, in permit fees for 11 shuttles.

    He and others launched a vigorous campaign to get them lowered but until the new fees were announced during the council meting Wednesday it looked like it was a lost cause. Warren did not speak in opposition to the policy as he had in previous meetings.

    Why Uber And Lyft Rides Got So Expensive

    Uber is available at Sky Harbor Airport — for a price

    “Can you take Uber from Sky Harbor Airport?”

    It’s a question I’m frequently asked given the affordable car service’s surging popularity around the globe, especially among tech-savvy people.

    The answer is not a simple yes or no.

    Yes, you can hail an Uber from the Phoenix airport, easily ordering and paying for it via the company’s smartphone app.

    But there’s a good chance the fare will not be cheaper than a taxi, as is usually the case with Uber and competitor Lyft. That’s because UberX drivers, the biggest group of Uber’s independent drivers and those offering Uber’s lowest fares, aren’t allowed to pick up passengers at Sky Harbor unless they have a ground-transportation permit from the airport.

    The airport is working with Uber, Lyft and other ride-sharing or “transportation-network companies” toward an agreement under which they would be allowed to pick up passengers at Sky Harbor. Other major airports have recently inked such agreements.

    Sky Harbor mulling Uber, Lyft service

    A friend was stunned this summer when she took Uber from Sky Harbor to Scottsdale and the tab was $ She wasn’t ripped off. She was traveling in an Uber luxury vehicle, which charges rates more in line with a taxi but less than a sedan service. She wasn’t familiar with Uber’s tiers of service, which include, from cheapest to priciest: UberX, UberXL, Uber Select, Uber Black and Uber SUV. Many of Uber's luxury car drivers already have a ground transportation permit so can offer service from the airport.

    I decided to check out the Uber and Lyft options at Sky Harbor myself last week, and also took a taxi to compare prices. All trips were done Wednesday and followed the same route from Terminal 4 to my house in northeast Phoenix.

    Here’s a recap:

    a.m.: I requested a ride from Lyft via its mobile app on my iPhone. I instantly got this message: “PHX Airport prohibits pickups.”

    a.m.: I tried Uber’s app. I clicked on UberX and got this message: “NO UberX available.” I clicked on the pricier Uber Select. The fare estimate was $32 to $

    I was picked up in a black Lincoln MKS on the baggage-claim level outside Door No. 7 on the north curb, in the prearranged parking area. The driver had my name spelled out on his Samsung Galaxy tablet, all fancy like those drivers who meet VIPs in baggage claim. He handed me a bottle of water.

    a.m.: Dropped off at my house. The tab for the mile trip, which Uber says includes a built-in tip: $

    11 a.m.: Back at Terminal 4 baggage claim. I wanted to see if I could hail the less expensive UberX this time. The option was available! A driver in a Lincoln Town Car was on his way.

    Some Uber drivers seek policy change to allow tips

    Met the driver on the baggage-claim level outside Door No. 8 on the south side in the prearranged parking area. (You are given a choice of north or south curb when you order.)

    Arrived home. Fare for the mile trip: $ This is the type of fare that draw legions of fans to Uber and Lyft.

    Ordered a Lyft ride to the airport to see how much it charges. (There are no airport restrictions on drop-offs; just pickups.)

    Noon: Picked up in a Chrysler The driver handed me a bottle of water from a cooler in the trunk.

    p.m.: Arrived at Sky Harbor. Fare: $ I gave him a $5 tip because Lyft includes that option on its app.

    Time to try a cab. Headed for the taxi stand, where there was no line. The fares, which are set by taxi-company contracts with Sky Harbor, are displayed at the entrance. Of particular note: There is a $16 minimum charge for trips originating at Sky Harbor.

    Arrived home. Fare: $42 plus $5 tip, more than double the UberX fare and equal to the Uber Select fare but for a much less luxurious ride.

    Bottom line: You can take Uber or Lyft from Sky Harbor even without an agreement between the airport and the companies. But until there is an agreement, you’re likely to pay more than for typical Uber rides unless you nab an UberX driver when you request a car at the airport.

    Here’s an option the airport doesn’t trumpet but Uber and Lyft riders do: Request a ride outside the terminal area. I know travelers who have had luck hailing an UberX after getting off the PHX Sky Train near the Metro Light Rail station at 44th and Washington streets.
