A Summit fifth-grade teacher who appeared on public television during the pandemic has been charged with contacting children online to get them to send him nude images of themselves.

Dozens of child pornography photos and videos were discovered by an employee of a California company where Steven Brooks, 34, of Morristown, sent an external hard drive for repair in January, according to the federal criminal complaint.

One of the videos on the drive indicated that Brooks used a fake online persona to get nude photos and videos from a teen.

In one folder labelled "clips," there were images of a person engaging in oral sex, a person masturbating, and picture files of a naked person masturbating on a bed. Investigators said Brooks sent those images to a minor. Other photos show minors taking selfies while not wearing pants or underpants, the complaint says.

Brooks is charged with one count of production of child pornography, one count of possession of child pornography and one count of mailing child pornography.

Brooks is featured in two NJTV videos made in April called "Math with Mr. Brooks."

NJ.com reported he was the director of travel for the Livingston Soccer Club. The position is blank on the club's website. The club did not immediately return a request for comment from New Jersey 101.5 on Wednesday morning.

Summit schools Superintendent Scott Hough said that the district was told that none of the allegations against Brooks occurred on school property and that Brooks did not have a criminal history that came up in his background check.

"We have been informed that the investigation is in preliminary stages and we have not received any information to suggest that any of the allegations have impacted any of our students," Hough said in a written statement.

Feds: NJ Teacher, Soccer Coach Caught Making Child Porn After Sending Hard Drive For Repairs

A Union County fifth-grade teacher from Morristown who also coaches youth soccer was arrested by the FBI after sending a hard drive containing child porn that he’d created to a California company to recover his files, authorities said.

Steven Brooks, 34, who recently taught at Washington Elementary School in Summit and has helped run the Livingston Soccer Club the past 10 years, used a fake online profile to get underage boys to send him videos and photos, authorities said Tuesday.

Brooks had emailed an employee at a California company that he had “sensitive and private” information on a hard drive that he'd sent for data retrieval, an FBI complaint on file in U.S. District Court says.

While recovering the data for Brooks, the employee noticed several offensive and illegal thumbnail images, then immediately stopped the recovery process and contacted the FBI, it says.

Agents in California obtained a search warrant and searched the hard drive, discovering that Brooks had “used a fake online persona on a social media account to solicit nude photos and videos from teenage victims,” Acting U.S. Attorney Rachel A. Honig said Tuesday.

“A video file on Brooks’s external hard drive showed the fake online persona that Brooks created using a social media platform to communicate with a minor and to solicit the minor to send a video that depicted the minor masturbating,” Honig said.

“There were dozens of other images of child sexual abuse,” she added.

These were divided into folders labeled by subjects such as “Bathing Suits,” “Nude,” “Partying” and “Skin Pictures,” the FBI complaint says.

A folder labeled “Clips” held videos of “a person engaging in oral sex, a person masturbating and picture files of a naked person masturbating on a bed,” it says.

These were used to “fully develop” his fake online persona, the FBI said.

The complaint cites several incidents of boys sending Brooks videos that included masturbation, their faces and penises clearly visible. It also cites a file of 37 images from the same boy, including some selfies taken in front of a bathroom mirror.

Another video of two minors having intercourse on a bed runs for nearly 35 minutes, the FBI complaint says.

Brooks had been featured in a remote-learning episode, created by NJTV in partnership with the NJEA and the NJ Department of Education and posted last April.

NJTV removed the episode as part of its "Learning Live" series both online and on-air after the allegations against Brooks were made public, said Debra Falk, the network's communications director.  

U.S. Magistrate Judge Cathy L. Waldor ordered Brooks held on charges of possessing and mailing child pornography following a video-conferenced hearing Tuesday in Newark.

Summit Schools Supt. Superintendent Scott D. Hough said the teacher had been placed on administrative leave.

The allegations are "unrelated to the staff member’s employment" and "did not occur on school property or involve our students,” Hough said in a statement.

Honig credited special agents and members of the Child Exploitation Human Trafficking Task Force of the Newark field office of the FBI, as well as special agents from the FBI’s San Francisco field office, with the investigation leading to the charges and arrest.

Handling the case for the government is Assistant U.S. Attorney Benjamin Levin of her Violent Crimes Unit in Newark.

Steven Brooks, 34, of Morristown, New Jersey, is charged by complaint with one count of production of child pornography, one count of possession of child pornography and one count of mailing child pornography. He is scheduled to appear by videoconference today before U.S. Magistrate Judge Cathy L. Waldor.

According to documents filed in this case and statements made in court:

In January 2021, law enforcement officers were notified about possible child pornography on an external hard drive belonging to Brooks. Law enforcement officers conducted a legally authorized search of Brooks’ external hard drive. The investigation revealed that Brooks used a fake online persona on a social media account to solicit nude photos and videos from teenage victims. A video file on Brooks’s external hard drive showed the fake online persona that Brooks created using a social media platform to communicate with a minor and to solicit the minor to send a video that depicted the minor masturbating. There were dozens of other images of child sexual abuse.

The production of child pornography charge carries a mandatory minimum sentence of 15 years and a maximum of 30 years in prison. The possession of child pornography charge carries a maximum sentence of 10 years in prison. The mailing of child pornography charge carries a mandatory minimum sentence of five years and a maximum of 20 years in prison. Each charge also includes a maximum fine of $250,000.

Jersey Youth Soccer Coach Found with Disgusting, Dark Secrets, Child Pornography

MORRISTOWN, NJ– Livingston Soccer youth soccer coach Steve Brooks kept secrets and after sending his laptop harddrive out to California for data recovery, the FBI became aware of his secrets.  A data recovery technician performing a hard drive recovery operation on Brooks’ external hard drive noticed possible child pornography when he found folders with names such as “bathing suits”, “Nude”, “Skin” and “Clips”.  Upon a quick investigation, the technician immediately stopped recovery efforts and notified the FBI.

What they found was even more disturbing.

Despite having dark-web type child pornography, FBI agents found a folder entitled “Personal” on Brooks’ hard drive.  Upon inspection they found photos and videos of children Brooks interacted with, coercing them into sending nude photos and engaging in sexual acts. The videos which appear to have been recorded in October of 2019 were discovered in late January after Brooks sent his drive out for recovery.

According to the FBI complaint, “One of the sub-folders within the above-referenced “Personal” folder is titled with the first name of a male who, based on information in law enforcement’s possession, law enforcement believes was under the age of eighteen (“Minor Victim-1”) at the time the images and cell phone recording described below were made. Within the folder associated with Minor Victim-1 are multiple image files and multiple movie files. One of the movie files depicts what appears to be a cell phone recording from Social Media Account-1 that appears to have been recorded in or around October 2019. The video shows that Social Media Account-1 communicated with a username corresponding to Minor Victim-1’s social media account on the same social media platform. In the conversation, Social Media Account-1 sent Minor Victim-1 a video of a person masturbating (this video is also contained within the Fake Online Persona-1 folder found elsewhere on BROOKS’s External Hard Drive). Thereafter, Social Media Account-1 typed “Cum for me daddy.” Minor Victim-1 then sent a video to Social Media Account-1 that depicts Minor Victim-1 masturbating; Minor Victim-1’s penis and part of his face are visible in the video.”

In total, videos of four minor victims were found on Brooks’ hard drive.

Until today, Brooks was listed as a member of the New Jersey Youth Soccer Board of Directors.  We reached out to the organization for comment, but received no reply.  Brooks was elected to a position on the board in late 2020 and said that he has been a youth soccer referee for 21 years and played soccer until high school, but stopped because of “health issues”.

He has spent the past 10 years volunteering as a trustee at the Livington Soccer Club.

An elementary school teacher who also helps run a youth soccer program has been arrested for allegedly using a fake online persona to solicit nude photos and videos from teenage victims, federal authorities said.

Steven Brooks, 34, a math teacher at the Washington School in Summit and the director of travel for the Livingston Soccer Club, was charged with production of child pornography, possession of child pornography and mailing child pornography after authorities said they discovered images and videos of alleged child sexual abuse on Brooks’ external hard drive.

In a statement, Summit school district Superintendent Scott D. Hough said the alleged “incident is unrelated to the staff member’s employment.” The statement says the FBI advised the school district the allegations in the complaint “did not occur on school property or involve our students.”

Brooks’ name has been removed from the school’s website. He has been placed on administrative leave, the statement says.

According to the criminal complaint, Brooks, a Morristown resident, shipped his external hard drive to a company in California last month to repair a mechanical issue. Shortly after, he wrote to an employee at the company with concerns of them possibly viewing sensitive information he had on the hard drive, the complaint said.

As a different employee began the data recovery process of Brook’s hard drive, the worker allegedly opened a folder and saw numerous thumbnail images “believed to be child pornography,” according to the complaint.

The employee then contacted the FBI.

Soon after, the FBI obtained a search warrant and determined Brooks was allegedly using a fake online persona on a social media account to “solicit nude photos and videos” from at least four teenage victims, according to the complaint. On his hard drive, according to the complaint, were allegedly dozens of images of child sexual abuse, as well as videos of victims performing sexual acts.

U.S. Magistrate Judge Cathy Waldor ordered Brooks to be detained Tuesday during his first court appearance, said a spokesman for the U.S. Attorney’s Office. Brooks will have the opportunity to present a bail package to the judge in the coming days, the spokesman said.

Brooks’ attorney did no immediately respond to a request for comment.

On Tuesday, Steven Brooks, 34, of Morristown, was charged with producing, possessing and mailing child pornography, according to the U.S. Attorney's Office.

Brooks was employed in the Summit Public School District at the time of his arrest. He has since been placed on administrative leave. The FBI told officials the incidents surrounding the allegations didn't happen on school property or involve students.

Livingston Superintendent Matthew Block sent a letter to the school community about the charges facing Brooks, noting that the district has "little information to date."

Block wrote:

"This afternoon, agents from the Federal Bureau of Investigation (FBI) notified the district that Mr. Steven Brooks, who most recently served as a volunteer fall coach at Livingston High School (LHS), and who years ago was employed by the district as a teacher and an instructional aide, was arrested this morning and was charged with criminal offenses related to child pornography.

"The district has been provided with very limited information as the matter is currently the subject of an on-going investigation. The district is fully cooperating with the FBI. Since being notified, the district has taken every precaution to ensure that this individual has no access to our facilities or technology. We have also been in contact with the Office of Student Protection, of the New Jersey Department of Education.

"The safety and welfare of our students is of utmost concern. Our district's hiring practices are in accordance with state law and district policies. All employees undergo extensive background checks, including fingerprinting, before their employment.

"Counseling services are available through the LHS guidance office. We encourage students impacted by this news to reach out for their counselors for support, as necessary.

"Please understand that we have little information to date.
