Circuit Courts

Circuit Courts are where jury trials are held. Circuit Courts generally handle more serious criminal cases and major civil cases. These include juvenile and other family law cases such as divorce, custody and child support. The Circuit Courts hear most cases appealed from the District Court, orphans’ courts and some administrative agencies. Circuit Courts also hear domestic violence cases. Cases may be decided by juries, but also may be decided by a judge only.

There is a Circuit Court and Clerk's Office in each of Maryland’s 23 counties and the city of Baltimore. Circuit Courts are grouped in 8 judicial circuits.

The Judicial District Court is a limited jurisdiction court serving the City of New Baltimore, Township of Chesterfield, Village of New Haven and the Township of Lenox.  The Court has jurisdiction over criminal misdemeanors, civil cases in which the amount in dispute is $25, or less, parking violations, traffic violations and other civil infractions, landlord-tenet disputes, and small claims matters up to $6,  In addition, the Court has initial jurisdiction on criminal felony cases for the purpose of determining probably cause.

One of the oldest public institutions in the state of Maryland, steeped in rich tradition, is the office of the Clerk of Court. Each jurisdiction elects its local official to carry out the responsibilities of this position collaboratively with and necessary to the Maryland branch of judicial government. Since , the Office of the Clerk of Court has provided the citizens of Maryland with essential services regulated by the laws of the State and the Court of Appeals of Maryland.

Rich in the tradition and history of Maryland, the Office of the Clerk of the Circuit Court is one of the oldest public institutions in the State. The Clerk of the Court is a locally elected State official with the responsibilities established and regulated by the laws of Maryland and the Rules of the Court of Appeals of Maryland. Since , the office of Clerk of Court has provided the citizens of Maryland with a variety of essential services. The revenue collected by the clerks for these services is distributed to city, county and state governments.

Each year the Clerk’s office files, processes and maintains civil, criminal and juvenile actions. The Clerk’s office records land deeds, mortgages, plats, conveyances and other precious documents. The Clerk administers oaths to County officials, Judges and Governor appointees, issues business and marriage licenses and performs civil marriage ceremonies. The Clerk also commissions Notaries Public.

As you can see, the Office of Clerk of the Circuit Court is a busy place. I’m very proud of the work we do, and hope the above facts acquaint you with the many services provided by the Clerk here in Baltimore County.
