City officials, residents walk Tractor Supply site
Members of the Planning Board, along with a few residents, took a walk on the proposed Tractor Supply site April 24, getting the lay of the land across Route 3 from the Bank of America complex.
Tractor Supply Co., a national chain that specializes in agricultural products, has proposed to build a 20,square-foot store on a piece of undeveloped land across from Bank of America.
The new store would occupy 6 acres of the acre parcel, which is owned by B&G Properties, an entity of New Hampshire father-and-son developers Bob and Gary Bahre.
DMK Development plans to develop the 6-acre "chunk" of the property at 45 Belmont Ave., and Gorrill Palmer Engineers were hired to design the layout.
At a Feb. 12 joint meeting, Belfast City Council and the Planning Board voted to approve this project's proceeding to the preliminary plan review stage. The site walk and public hearing April 24 were a continuation of the board's April 10 review meeting.
Lucas Anthony of Gorrill Palmer Engineers led the group through the gently elevating field and stopped at stakes placed in the ground, matching them to a map and illustrating where the building and parking lot would be.
The entrance for the proposed store, off Route 3, is situated opposite Schoodic Drive, according to Anthony's elevation diagram. An area of large, mature trees makes up a "buffer" section adjacent to the road, which the entrance would traverse. On the diagram, that section is noted: "Clear and remove trees to the least extent practical during construction."
Director of Codes and Planning Wayne Marshall said early in the walk, "The whole point is to try and save as many trees as possible."
Two small retention ponds are planned on the easterly side, near the road, to manage stormwater runoff and erosion, and to improve water quality flowing to a nearby culvert, ultimately becoming "a tributary to the Little River," Anthony said.
"It's all downhill to Route 3, all the way," he said. "No ledge or boulders."
The water percolates through a couple of layers to improve its quality, he said. This application meets the "quality and quantity" specified by the city of Belfast and Department of Environmental Protection and achieves a gradual "lower rate of discharge."
The size of the ponds and the quantity (perhaps one bigger pond) were questioned. Anthony said DEP would have the ultimate say, though the department probably would not take aesthetics into account and the outcome might not necessarily be what the city finds pleasing.
One board member said the current stormwater plan is a "standalone development" that does not take into account any further development on the acre site, which would need to addressed.
Other property owners have been approached, Anthony said, telling them how their stormwater would be impacted. "They are aware of this," he said.
The 19,foot store design does not deviate much from standards in other stores in the Tractor Supply chain. The parking lot,with 77 spaces, would be located in front of the store, while to the right of the building would be a large, fenced outdoor display area.
Anthony said some "significant upgrades" setting this store apart would be multiple siding materials, faux barn doors and minimized use of the company's red brand color.
One board member asked if they would consider changing the layout, to which Anthony replied, "We would like to keep the basic layout fairly static. We don't have a lot of wiggle room with our layout."
Anthony spoke of a traffic study conducted on the section of road at the intersection of Schoodic Drive and Route 3 and said the numbers did not warrant an additional turning lane. Currently there is a left-turning lane on the westbound side, turning into Bank of America.
"A left turn lane could be accommodated later on," he said.
Two residents weighed in during the public hearing part of a meeting later at City Hall.
Belinda Pendleton said she grew up on nearby Crocker Road and appreciates the board keeping trees that retain original growth. She encouraged the planting of native species, including the weeping willow.
The area had many apple trees 30 years ago, she said, asking if it would be possible to have one or two apple trees in the design. She wondered if the wood harvested from the construction site could be given to the Waldo County Woodshed, a nonprofit group that works to provide free firewood for people in need in the Waldo County.
Belfast resident Joanne Moesswilde said she was not "wild" about the project and about paving over 80 acres of farmland. She said she would like to see businesses come to Belfast and take up already existing spaces.
"I find it ironic putting a Tractor Supply store on a perfectly good piece of farmland," she said.
The next Planning Board meeting tentatively dealing with the Tractor Supply development site will be Wednesday, May 22, at p.m. in Council Chambers at City Hall.

How I Made a Stock Tank Pool My Backyard Oasis
My usual summer vacation plan is very simple: Stay cool in the sweltering Texas heat. That means lots of swimming at public pools, kayaking or paddleboarding in Austin’s Lady Bird Lake, and if I’m lucky, visiting a beach.
None of that is possible this year because of the coronavirus pandemic, so my husband and I decided on the next best thing: installing a stock tank pool in our backyard.
A stock tank is a standard farm fixture, typically used to feed and give water to livestock (and occasionally used as a DIY swimming pool). But in recent years, there’s been a trend of urban dwellers outfitting them with pumps and injecting them with chlorine to create backyard pools.
“It’s not new to a kid who grew up on a farm or ranch. But there is this newer tilt on hooking up a pool pump and making it a backyard attraction in more metropolitan areas,” said Patrick Johnston, national sales manager at Hastings Equity Manufacturing, one of four major stock-tank manufacturers.
Most tanks are about 2 feet deep, so they’re great for floating and soaking off the summer heat. Some people even hook up their tanks to propane water heaters for year-round swimming, and build entire decks and raised benches around them.
The demand for galvanized metal tanks has “exploded” in the past month, Johnston said.
“This whole thing is being driven by the ‘backyard oasis’ concept, predominantly driven by COVID People realized they aren’t going to public pools or splash pads this summer, so they all had the same thought to build a pool,” Johnston said.
I’m one of those people. After seeing some photos on Instagram, I started watching YouTube videos (this one was especially helpful) and realized this was a doable project for us. We’re not super-handy, so that’s saying something.
The project became an obsession. I bookmarked pages for stock tanks and constantly refreshed them, hoping a tank was available near me. I joined a Facebook group wherein people post leads on sold-out parts (and tanks), ask questions about setup, and discuss water quality.
With the right tools and equipment, a converted stock tank can keep you cool at home for less than the cost of a single vacation. Here’s everything I used to build my oasis:

The first thing to do is get the right tank. Most people opt for a 6- or 8-foot round pool. The 6-foot tank usually fits only two adults or a couple of kids. I wanted an 8-foot tank because my husband and I often host our neighbors or relatives (when we aren’t in the midst of a pandemic).
Be warned, however, that finding a tank of any size is not an easy task these days. I started my search at Tractor Supply Company, a national farm-supplies retailer with several locations near my home. Though my local store was sold out of the size I wanted, it’s still a good place to start, and you can usually arrange for the store to call you when it receives more tanks.
Another approach is to search for “feed stores” near you and start calling them. I found my 8-foot Hutchison HW Brand tank after calling a family-owned feed store 30 minutes outside of Austin. (Hello, Elgin General Store!)
You can also visit manufacturers’ websites to find local sellers. Tarter, Behlen Country, and Hastings list distributors on their websites.
If aesthetics aren’t a concern, consider a poly stock tank. It’s made of plastic, so it won’t rust, and Johnston said kids are less likely to get hurt if they bang their heads on it. (To soften the narrow edges on our own metal stock tank, we lined the rim with a few standard pool noodles that we had cut a slit in lengthwise.)
Most feed stores don’t deliver, so you’ll need a plan to transport the tank home. I rented a flatbed truck at Home Depot. The truck bed had hooks for securing the tank with ropes, and all three sides of the truck bed folded down, so the tank wasn’t awkwardly balancing on it.

When the 8-foot tank is full of water, it holds gallons, so you want to install your pool on firm, level ground. There are too many site considerations to really cover here, but one thing to consider is the tank’s proximity to a power source. You’ll need an accessible exterior volt GFCI outlet for the pool pump.
We chose an area in front of my detached office because it was close to power and relatively flat. It’s important that the ground is level so that the weight of the water is equally distributed against the walls of the stock tank. We used an Empire 72″ Compact Box Level and 12 bags of leveling sand to even out the grassy area. Use a tamper or a long wood plank to really pack in the sand. We didn’t do this enough, and after we filled the tank and the ground settled, our water leveling was off by about an inch.

Before you fill your tank, it’s important to check for leaks. Some people fill the entire tank to do this, but that was too wasteful for my taste.
Instead we took a hose with a powerful nozzle and applied water pressure along the walls of the tank, checking the outside for signs of leakage. We then filled the tank with about 4 inches of water to look for leaks along the seams. We ended up having a couple of leaks where the tank’s bottom seam joins the side walls.
If you find a leak, drain the water, dry off the tank, and apply JB-Weld epoxy. I also called the tank’s manufacturer, which sent me a tube of the sealant it uses during production. I applied the JB-Weld, and when the manufacturer’s sealant arrived, I added a layer for extra protection. But one or the other should be enough to fix your leak.
Intex GPH Filter Cartridge Pump
A pool pump is a must. It will filter out debris and keep the water circulating. Without it, you’ll have gallons of sitting water for mosquitos and bacteria to feed on, which can be dangerous to your health.
After researching pump options, I realized that one popular manufacturer, Intex, is by far the most widely available maker of all sorts of above-ground pool pumps and filtration equipment. I bought an Intex GPH pump, which was the only suitable choice for a pool my size. The replacement filters are readily available online, as well as at my local Home Depot or Target. Some people have used more powerful pumps (like the Intex ), but that pump requires a minimum 4, gallons of water. An 8-foot tank is just over gallons, so it’s nowhere near that amount.

Sadly, Intex doesn’t include all the parts you need with the pump, so you’ll have to buy a separate inlet strainer and a couple of plunger valves. (If only it was as easy as simply plugging it in.)
The pump has two hoses, one that pumps in water from the bottom of the pool into the filter, and another that spits out clean water.
The inlet strainer prevents large objects like leaves from getting sucked into the pool filter, which can damage it. Plunger valves prevent water from gushing out of the pool when you need to remove the hoses to clean or replace the filter.
Intex sells the inlet parts individually (the strainer, a rubber washer to prevent leaking, the strainer nut, and the plunger valve). A lot of these items were out of stock, so I purchased a set from River Country, a Minnesota-based distributor, that included all of the inlet parts, including the plunger valve. I also needed an extra plunger valve for the outlet to shut off the water when we need to remove the hose.

To permanently hook up all of these parts to our stock tank, we drilled two holes. This M.K. Morse hole saw, which connects to a standard drill, creates just enough room to hook up the inlet and outlet.
For the inlet, we drilled one hole as close to the bottom of the stock tank as possible (because of the ridges on the tank, it isn’t very far down); for the outlet, we drilled another as close to the top as possible.
Admittedly, this was the most terrifying part of the process because we didn’t want to damage the tank. But it turned out to be pretty easy. Just make sure you have a great drill, take it slow, and apply even pressure throughout.

Once we connected everything, we applied a generous coating of this waterproof silicone around the inlet and outlet (on the inside of the tank) to prevent leaks. Once that was dry (and before filling up the tank), we checked for leaks again using a pressure nozzle on the hose.

As we started filling up the pool, we dropped in a chlorine floater with two 1-inch chlorine tablets. There are cheaper floaters on Amazon, but I was willing to pay extra for the bright-pink flamingo (you can also get a double-faced poop emoji, a rubber duck wearing sunglasses, or a mallard). The chlorine helps keep the pool free of dangerous bacteria, but you want to use only enough to keep your water clean.
The floater has a twist ring at the bottom to control the amount of chlorine that’s released. (Mine is open to the lowest level.) I use these test strips to check my chlorine levels every few days, then I open or close the ring accordingly. Using too many chemicals like shock solution—or even too much chlorine—can cause the tank to rust, Johnston said. After two hours of filling the tank with water from a garden hose, our pool was ready for a swim. I jumped on my inflatable pink flamingo, turned to my husband, and said, “That was easier than I expected.” But we did a lot of research, something I suggest for anyone who’s thinking about this project.
Once we had our tank, it took about three days of work to get our pool installed, and most of that time we spent waiting for the sealant to dry, or sprucing up the pool area with some new landscaping. The $ we spent on the tank and all of the pool parts cost way less than the now-cancelled beach vacation.

A acre parcel in Calverton where a once-controversial sand mine is located has been proposed for subdivision and development with 51,square-feet of new retail uses, including the national retailer Tractor Supply Co.
Tractor Supply Company is “the largest operator of rural lifestyle retail stores in the United States,” according to the company website. Headquartered in Brentwood, Tennessee, the company operates more than 1, retail stores in 49 states. It sells a variety of agricultural, animal and outdoor products, including power equipment, lawn and garden items, hardware and animal products.
Retail uses are allowed on the site because it is being developed under pre-master plan zoning, under a stipulation settling an old lawsuit between the town and the property owner, according to town officials.
If approved by the Riverhead Town Planning Board, the site opposite Fresh Pond Avenue would be split into three parcels. Parcels A and C— each about five acres — front Middle Country Road. The third lot, Parcel B, would be the acre sand mine site operated by Calverton Industries.
Parcel A would be developed with four buildings in a campus-style layout. The largest building on that lot — a 19,square foot building with an attached 15,square-foot, fenced outdoor sales area — would be the site of the Tractor Supply Co. store.
The three other buildings — one 9,square-foot building and two 4,square-foot buildings — would house other retail uses. The three buildings are already being marketed by New England Retail Properties Inc., exclusive brokers.
Though the land on the north side of Route 25 between the Stony Brook incubator site and Edwards Avenue was zoned Industrial C pursuant to the master plan, the Calverton Industries property retained its pre-master plan zoning — old Business CR and old Industrial B — under a stipulation of settlement between the town and Calverton Industries, planner Greg Bergman told planning board members yesterday.
Bergman said in an interview after the meeting he had confirmed the zoning pursuant to the settlement with Riverhead town attorney Robert Kozakiewicz. Kozakiewicz was town supervisor when the stipulation of settlement was entered in
The stipulation ended a years-long lawsuit between the town and landowner Calverton Industries over the company’s right to mine the land. The settlement allowed Calverton Industries to continue to mine for five more years and also required the company to pay town a $ million fine.
The planning board has two applications before it. One application is for a subdivision of the acre site into three lots and the other is the site plan application for parcel A, the lot east of the access roadway, where the Tractor Supply store and three other retail uses would be developed.
Both the subdivision and site plan applications have been made by NERP Holdings, which does not yet own any portion of the site but is in contract to buy parcel A. Calverton Industries is the owner of record. Calverton Industries partner John Montecalvo has participated in meetings and discussions, according to town officials and NERP Holdings’ representative, Mark D’Addabbo of New England Retail Properties Inc. of Wethersfield, Connecticut.
Town wants environmental assessment of whole site
Town officials yesterday told D’Addabbo and his engineer, Eric Meyn of Bohler Engineering, that the entire acre site must be considered for purposes of environmental review, including soil samples.
“Staff recommends a phase 1 and phase 2 environmental site assessment be conducted, to test for VOCs, metals, asbestos and whatever has ended up on the site over years of industrial use,” Bergman told the board. “Staff recommends holding off on the SEQRA determination until that assessment is done,” Bergman said.
The mining permit issued by the State Department of Environmental Conservation to Calverton Industries required the mine to be “reclaimed” by filling the excavated area — from which million cubic yards of sand was to be removed — with DEC-approved materials. The DEC was responsible for monitoring the mining and reclamation process. Both have been concluded.
The site is currently used as a construction and demolition debris processing facility, pursuant to a DEC permit issued to Calverton Industries and Sky Materials at the Calverton site in May It allows processing of asphalt, brick, concrete, gravel, rock, clean soil, unadulterated wood, brush, branches, trees and stumps at the site.
Bergman said the staff also recommends that the access roadway be designed to the standards of a major industrial subdivision because the large parcel in the back could be subject to significant future development.
Both recommendations got some pushback from D’Addabbo and Meyn, who argued that the soil investigation should be limited to the parcel being purchased by NERP Holdings and that the foot roadway depicted on the subdivision map was adequate to serve the two smaller parcels in the front.
“Right now it’s one piece and we have to look at it as one piece,” planning board chairman Stan Carey said.
“Due to the nature of the activity there, soil samples should be adequate to cover the whole area. I’d like to know what’s in the soil in the back.”
Though DEC monitors the site, environmental planner Jeff Seaman said, “DEC has not provided uswith any information. If the applicants have that information and want to provide it back to us that’s fine,” he said.
D’Addabbo asked if those results would impact his company’s application. “What if ours is clean and back there is not?”
“Of course it would,” Carey replied. “If this piece is contaminated back here, I would say absolutely it would impact your subdivision.”
Town officials had previously sought to have town monitor on site to inspect materials being brought in as fill during the reclamation process. The town also wanted to have groundwater tests done to make sure the fill was not contaminated and polluting the aquifer. The site is located in a county-designated special groundwater protection area and a state-designated critical environmental area. It borders the Central Pine Barrens.
“We were extremely concerned about the materials being used as fill,” former councilwoman Barbara Blass told RiverheadLOCAL in She noted that the DEC only tested the groundwater twice a year.
But the town’s efforts were rebuffed by state regulators and eventually abandoned by town officials.
“We didn’t have jurisdiction,” Supervisor Sean Walter said in a interview. Walter, a lawyer, served as deputy town attorney during Blass’ tenure as a councilwoman. “We tried but did not have the jurisdiction,” he said.
Yesterday, D’Addabbo said he would speak to Montecalvo about copies of DEC monitoring reports.
He also said he’d already spoken with Montecalvo about plans for the acre site “and he says he has no plans” for it.
“With the huge truck and equipment pulling soil and materials out of there, why wouldn’t you want to build it to town standards anyway?” Carey asked D’Addabbo. “That road could be a mess after a year.”
D’Addabbo conceded that “big trucks” do come in and out of the site regularly. “I don’t know what they’re doing back there — mining or materials, but they’re big trucks,” D’Addabbo said. “You’re probably right.”
“The reality of the expense here over the course of feet — you’re taking another $10, or $15, to pave it on a project that’s going to cost you $4 million or $5 million to build,” town engineering consultant Vincent Guadiello told D’Addabbo.
“Those are valid points,” D’Addabbo said. “Again, it’s not my property. It’s Calverton Industries and John [Montecalvo] has got to make the decision,” he said.
The access road, as part of the acre parcel B, will remain in Calverton Industries’ ownership.
An existing metal building on the site would be removed. The building is located where the access road is planned, Bergman said.
Carey said he thought a traffic signal at the intersection created by the new access road with Route 25 — to be aligned with Fresh Pond Avenue on the north — may be in order for safety purposes, considering the traffic volume in the area.
