
Overview
The Pennsylvania Office of Long Term Living (OLTL) program assists elderly people and adults with disabilities through the Attendant Care Act 120 program and these five Medicaid waivers:
- Community HealthChoices Waiver
- OBRA Waiver
Participants can
- Work with a service coordinator to develop a service plan for their needs and goals
- Choose their direct care worker
- Hire, dismiss, schedule, and supervise their own direct care workers
- Purchase approved goods and services
- Monitor spending online, whenever they want
- Submit timesheets online

- Payroll - PPL processes payroll for the service workers using funds from the participant's allocated budget
- Goods and services - We process payments for goods and services purchased by the participants using their allocated budget funds
- Employment tax requirements - PPL handles all employment-related tax requirements for participants
- Enrollment support - We help you with participant and worker enrollment
- Customer service - Our professional Customer Service Representatives are available 6 days a week to assist you
- Service reports - PPL's services reports give participants an overview of the services they have received

Public Partnerships / PPL is NOT an employer of care/support providers.
We support Medicaid eligible individuals with disabilities or chronic illnesses and aging adults, to remain in their homes and communities while “self” directing their own long-term home care.
Our role is to assist self-directing program participants prepare to be and perform the role of your employer. We help them check your background, hire and pay you for your support. We also assist them paying for services such as daily transportation and home modifications. The amount they can spend on your support and their services is based on a personalized needs budget set by the state or managed care health organization running their Medicaid program.
PPL does not set budgets for individuals self-directing program participants.
